Alabama State Department of Education Workforce Seal

  • A workforce seal shall be issued when a student has earned a minimum of four credits within an approved CTE program of study. All four credits must be earned within the same approved CTE program of study and aligned to Alabama CTE standards.

Seal of Biliteracy Program Information

The Alabama Seal of Biliteracy is awarded to graduating seniors who, during their studies in Madison City Schools, prove proficiency in English and one or more other languages. The achievement demonstrates the student's proficiency in both the social (speaking and listening) and academic (reading and writing) uses of language.

Purpose
• Validate a student's proficiency in English and one or more other languages
• Motivate students to grow beyond the novice level
• Evaluate a student's use of the language in addition to their knowledge of the language
• Develop a student's readiness for college and career opportunities
• Model global citizenship

  • Students wishing to receive the Alabama Seal of Biliteracy must apply to their local school Seal of Biliteracy team and meet all the following requirements:

    • Successful completion of all high school graduation requirements
    • Demonstrate proficiency in one of the approved English language assessment options. See Options Table below.
    • Demonstrate proficiency in one or more other languages via a benchmark score on an approved assessment

    • To earn the Alabama Seal of Biliteracy, a student must demonstrate proficiency in a language other than English at the Intermediate Mid level or higher for all required language skills. World language learners who are acquiring language in a classroom setting are advised to plan for at least three levels of coursework prior to testing. Some learners are able to perform at the intermediate level after three levels. Most learners will be better prepared after four levels of coursework.

    We suggest that seniors apply by fall of their senior year to allow enough time to retest if needed due to scores and/or technical difficulties. The OPI/WPT is only offered in the Spring, so students may wish to attempt those tests before senior year.  

    Spring 2026 Semester Applications and Fee Payments will be open February 23, 2026 through March 6, 2026. If you have questions, please see a World Language teacher or EL teacher.

    We suggest that seniors apply by the fall of their senior year to allow enough time to retest if needed due to scores and/or technical difficulties. The OPI/WPT is only offered in the Spring, so students may wish to attempt those tests before senior year.

    Spring 2026 Testing Applications are open from March 2 - March 13. Please complete one of the following application links to test during the Spring 2026 semester. Initial testing will begin on Tuesday, March 31. No test will be ordered until you have completed the application below.

  • Kindergarten through 5th grade: Begin the Pathway to Proficiency by experiencing another world language and culture with the Elementary Spanish program

    6th & 7th grade: Take Survey I and II (9 week introductory courses) of one or more World Languages in the middle school setting. Languages currently offered include French, German, Latin, Mandarin Chinese, and Spanish (7th grade only). 

    8th grade: Continue on the Pathway to Proficiency by exploring survey courses or earn high school credit by completing a Level 1 year-long course 

    9th grade - 12th grade

    Proficiency goals for each level 

    Level 1: Beginner = Novice High to Intermediate Low
    Level 2: Intermediate Low
    Level 3: Intermediate Low to Intermediate Mid
    Level 4 (Pre-AP): Intermediate Mid to Intermediate High
    Level 5 (AP): Intermediate High to Advanced Low

  • World Language Proficiency Assessments

    STAMP: The STAMP 4S and WS tests are given twice a year. It is recommended for classroom language learners to take this assessment at the end of level 4. Students may try at the end of level 3, if desired. The test is computer-based and consists of speaking, writing, and interpretative reading and listening (4 segments total). Students must achieve Intermediate Mid 5 or higher on all segments of the assessment. Students may retest on segments where a passing score has not yet been achieved. Seniors must pass all segments by the approved date in order to qualify for the seal prior to graduation.

    The STAMP 4S exam is available in the following languages: Arabic, English (non-native speakers only), French, German, Hebrew, Hindi, Italian, Japanese, Korean, Mandarin (Simplified), Mandarin (Traditional), Polish, Portuguese (Brazilian), Russian, and Spanish. Click here to view sample tests

    Latin students will take the STAMP Latin. For Latin, the students are tested on interpretive reading.

    The STAMP WS is available in 37 less commonly tested languages, such as Telugu, Turkish, and Vietnamese. Click here to view the full list of languages available. 

    AP Exam: This test is given once a year following completion of level 5 of French, German, Latin, or Spanish. It is a paper-based assessment consisting of interpretive listening and reading, speaking, and writing for modern languages. For Latin, the test consists of interpretative reading and translation. Students must achieve a score of 3 or higher on their exam. 12th graders may use their AP language score to qualify for the Seal of Biliteracy; however, because AP scores are not available until July after graduation, these students should consider taking the STAMP exam (French, German, or Spanish) or the STAMP (Latin) to ensure the receipt of their medal for their graduation ceremony.

    SuperLanguage: This test is available for nearly 100 less commonly taught languages. If your language is not available on a STAMP test or an AP exam, you may be able to take a SuperLanguage test. Click here for more information, including a list of languages.

    OPI/WPT: This set of tests is available in the Spring semester for 11th and 12th graders only. It consists of a one-on-one interview with an examiner for speaking proficiency. For the writing, the student is given prompts to which they respond in their target language. This assessment is available for 24 less commonly tested languages, such as Albanian, Bangla, Bosnian, Bulgarian, Cantonese, Croatian, Dari, Gujarati, Hebrew, Malayalam, Ukrainian, Urdu. Students must score Intermediate Mid on both parts of the exam. Click here for more details about this assessment.

  • The American Council for Teacher of Foreign Languages defines native and heritage speakers in the following terms:

    • "Native speakers (those raised in an environment using mainly a language other than English)" and
    • "heritage speakers (those raised in an environment where the language was most likely spoken in the home)" (ACTFL, 2010).

    We strongly encourage those students who possess language proficiency in a language other than English to strive towards earning the Alabama Seal of Biliteracy in that language. Please see the section "World Language Proficiency Test Options" for more information about available assessments.

  • What can I do with my Alabama State Seal of Biliteracy?

    Once you have earned your Alabama State Seal of Biliteracy upon graduation, there are many benefits now available to you.

    1. Look into applying for a free Global Seal of Biliteracy.
    2. Add this evidence of your skills to your professional resume. Here are steps on how best to do this.
    3. Some Alabama universities accept the Seal of Biliteracy as proof of your proficiency! Click here to see the current list. If you don't see your future college or university on that list, contact them and ask if they would consider accept the seal for college credit or placement into the correct course for further language study.
    4. Use your skills as a motivation to consider studying, working, or volunteering internationally or with people here in the US who speak a language other than English!

CERT

Madison City Schools has purchased CERT (an online ACT test preparation platform) for our high school students. Earlier this semester, students completed a practice PreACT or ACT test in CERT. The intuitive program has identified possible skill deficiencies on an individual basis and has designed an individualized learning pathway for each student. Students will have the opportunity to work on specific skills during school hours. The CERT program is also available to students outside of the school day, which provides students with the opportunity to work on ACT preparation at home. Students can access the CERT program by logging into CLEVER.
